Problem

The repo is missing standard policy docs and has legacy naming:

  • No REPO_POLICIES.md exists
  • CLAUDE.md should be renamed to AGENTS.md
  • Content in CLAUDE.md that belongs in repo policies should be moved there (deduplicate in favor of REPO_POLICIES.md)
  • README doesn't reference the policy doc

Deliverable

  1. Create REPO_POLICIES.md based on the standard template from https://git.eeqj.de/sneak/prompts/src/branch/main/prompts
  2. Rename CLAUDE.md → AGENTS.md and deduplicate content — anything that belongs in repo policies moves to REPO_POLICIES.md, AGENTS.md keeps only agent-specific instructions
  3. Update README to reference REPO_POLICIES.md
