clawbot a70b173a48 healthcheck: answer 503 when the last round of DNS checks reached no root server (closes #302)
check / check (push) Canceled after 0s
The health check answered ok while every DNS lookup failed, as on a
network that intercepts DNS queries. A lookup whose root servers give no
usable reply now fails with ErrNoRootServerAnswered. At the end of each
round of DNS checks the watcher records whether every lookup failed with
it or with ErrIntercepted; the health check then gives status error, and
/.well-known/healthcheck and /health answer 503. Until the first round
finishes it stays ok.

The health check now depends on the watcher, so fx builds the watcher
first: its first round starts before the HTTP server listens, and the
server tests' fx graph includes it. NewWithRootServers lets tests start
a resolver's walks at real servers that are not root servers.

clawbot c2a07ce690 test: add tests for globals, healthcheck and logger (closes #110)
check / check (push) Failing after 0s
Tests for the three packages that had none, written from outside each package, each able to fail on a plausible break:

- globals: values set are read back through New, and New returns an independent copy. One sequential test function with a disclosed paralleltest suppression, because it changes shared package variables.
- healthcheck: Check returns status "ok", the documented JSON fields, an RFC3339Nano timestamp, the maintenance flag from config in both states, and version and appname from globals.
- logger: New gives a usable *slog.Logger, debug output is off by default and EnableDebugLogging turns it on.

No production code changed. The terminal output format is not asserted.

sneak 144a2df665 Initial scaffold with per-nameserver DNS monitoring model
Full project structure following upaas conventions: uber/fx DI, go-chi
routing, slog logging, Viper config. State persisted as JSON file with
per-nameserver record tracking for inconsistency detection. Stub
implementations for resolver, portcheck, tlscheck, and watcher.
