sneak	7316054b07	Add README, LICENSE, Makefile, Dockerfile, and CI ... Add a detailed README, WTFPL LICENSE, and build/CI tooling modeled on the vaultik repo (Makefile, multi-stage digest-pinned Dockerfile, .gitea/workflows/check.yml).
