Add Dart Sass. sneak asked for this upstream from sneak/sneak.berlin#245 (comment). Hugo 0.169, the version in this image, warns on every build that libsass is deprecated and will be removed. Its replacement, css.Sass with transpiler: dartsass, needs the Dart Sass sass binary on PATH, for example from the standalone Dart Sass release.
Definition of done
The image installs it, following build.sh's convention (current release at build unless pinned), on PATH for both linux/amd64 and linux/arm64.
README.md's "What is in it" lists it.
A smoke check in the build runs it once (for example --version).
