A balance refresh that returns now draws the balances on AddressDetail or
AddressToken again when that screen is up, not only the wallet list. Their
transaction lists are left alone.
Every add path on AddToken and SettingsAddToken tracks a token through
trackToken(), which gives the tracked record `balanceNotFetched: true`. While
the field is set, the token's line reads `quantity unknown` instead of 0.0000.
The popup's refresh deletes the field once it has read the token's balance at
every address. refreshBalances() now resolves with those tokens. The field is
part of the tracked record, so removing the token removes it, and each network
keeps its own records.

tests/support/popupBoot.js recorded every interval the popup sets but left
timeouts alone, so the two-second timer that clears a flash message could fire
after cleanupPopup() had removed the page, throw "document is not defined",
and fail whichever test file the jest worker had moved on to. Timeouts still
run for real during a popup test; the helper now records each one until it
fires or is cleared, and cleanupPopup() clears the ones still pending. The
fake timers tests/firstWalletRefresh.test.js used to hold that timer are
removed. tests/popupBoot.test.js shows a flash message, cleans up, waits past
the flash duration, and fails if anything throws.

The ten-second refresh was started only by init(), and only when a wallet
existed as the popup opened, so a popup that opened on Welcome refreshed the
new wallet once and then showed that balance until it was reopened. init()
and the three import paths on AddWallet now call startRefresh(), which
refreshes at once and starts the ten-second refresh unless it is already
running, and does nothing while the recovery screen is up. The two AddWallet
tests that build their own context pass it in place of the refresh they
passed before.
