clawbot	6be4601763	refactor: return errors from NewCLIInstance instead of panicking ... Change NewCLIInstance() and NewCLIInstanceWithFs() to return (*Instance, error) instead of panicking on DetermineStateDir failure. Callers in RunE contexts propagate the error.
