policies: add standard docs policy files

- Add .editorconfig, .prettierrc, .prettierignore, .gitignore - Add Makefile with fmt, fmt-check, secret-scan targets - Add package.json with prettier - Add tools/secret-scan.sh - Auto-format with prettier - make check passes clean
